As always, we doubt wheather this is the flag of the region, or the
municipal flag of the regional capital. However, I have a new doubt about this:
While Jaume’s image shows the background as
buff, golden, or some such color, at
this local blogpost
it is clearly yellow, regular medium bright yellow, not even golden
yellow. Note the very large size of the flag, and the detail differences
against Jaume’s image, notably the crest wreath, which is closed on the
photo.

I received already infos from Peru: 12 departamental flags (including
Tacna), 3 regional flags, and many district flags. Unfortunately these infos
will be available in my bulletin [frp] only
in 2001 (next millenium), including Peruvian regions, departments and
provinces.

It is yellow, not golden/buff, and it is the city (district) municipal flag
(municipalidad districtal), not the regional flag.
